July 6, 2003 - King Holden
Only days after signing a budget, Holden made the decision to withhold a significant portion of education funding. Holden essentially claimed that the money was not there, other areas of government already had endured deep cuts and he was bound by the state's constitution to withhold it. Still, the decision was not popular with officials at many school districts, which were in the midst of trying to determine how much they would have to cut out of their own budgets. Holden held out hope that more funding for schools would be found in a special Legislative session.
